Ric is the chief hydrologist for the State of Michigan. His staff analyzes past floods and droughts in order to predict the severity of future events. They are currently actively involved in determining floodplain boundaries throughout the state as part of the Federal Emergency Management Agency (FEMA) floodplain map modernization program. These maps are used to regulate development in floodplains to minimize the risk from flooding and conform to state requirements and those of FEMA's National Flood Insurance Program.
